The watchdog says that Ocasio-Cortez committed a number of violations. But actually running the campaigns - meaning doing direct work for campaigns - is not something a PAC can do for a candidate for free'.
Conservative watchdog group National Legal and Policy Center on Monday filed a complaint to the Federal Election Commission alleging Chakrabarti's LLC raised the issue of transparency with the way it masked its subvendors by lumping together the PAC's expenditures as generic "strategic consulting" payments to the firm. "Additionally, on Ocasio-Cortez's political Instagram page, she directly links to her official House Instagram account and includes a link for political contributions, alongside the posts of official video footage and her comments on official action". It appears, however, that they underwrote a score of campaign-related events and activities for Ocasio-Cortez and other Congressional candidates.
In an email to supporters who contributed to her shock midterm victory over veteran Rep. Joseph Crowley, D-N.Y., team AOC repeated a quote American Israel Public Affairs Committee activist Stephen Fiske gave to The New York Times predicting the future losses for Ocasio-Cortez, and Reps. The goal was "to essentially run the full campaigns" and act as a vendor.

Justice Democrats and Brand New Congress PAC sought to implement a national program to recruit non-traditional candidates for United States House of Representatives and Senate, and to support them with an infrastructure to effectively run their campaigns as an integrated, national effort - so that candidates could focus on being candidates that could best represent their communities, [as] opposed to exclusively focused on high-dollar fundraising and national endorsement to drive electoral success.
Chakrabarti said the groups made no secret of the plans. Justice Democrats, another PAC launched by Chakrabarti in 2017, also spent a significant portion of its money paying Brand New Congress LLC. "We should actively check antisemitism, anti-blackness, homophobia, racism, and all other forms of bigotry", it said. He discussed the strategy in a 2016 MSNBC interview, and the PACs posted explanations about the LLC's role on their websites.
Even so, Adav Noti, senior director of trial litigation at the nonpartisan Campaign Legal Center, said the committees could be exposed to potential violations over how they reported the spending to the Federal Election Commission.
