While the United Nations, the government in Caracas and many Latin American and Caribbean countries are committed to dialogue, the Venezuelan opposition led by Juan Guaido -head of a parliament in contempt and who was self-declared "interim president"- rejects that option and seeks US support.
The US has presented a draft resolution at the United Nations Security Council calling for global aid deliveries and a presidential vote in Venezuela, triggering a Russian counter-proposal.
A drop in energy prices, corruption, and failed socialist policies have destroyed the oil-rich Venezuelan economy, leaving severe shortages of food and medicine and out-of-control inflation.
International Development Secretary Penny Mordaunt said: "I am deeply disturbed by the terrible scenes of suffering in Venezuela as a result of the Maduro regime's reckless mismanagement, with families resorting to eating rotting food to try to survive".

"Those of us who are in hospitals, who see people undernourished and die from lack of medicines, we see how serious the health crisis in the country is", he said.
"The observation of the OAS is a guarantee, it has a great weight for the moral prestige of the organization and it has the technical capacity to help us set up a transparent process", Tarre told reporters after meeting in Washington with Francisco Guerrero, who leads the OAS Secretariat for Strengthening Democracy. Mr Guaido has said the armed forced will allow the much-needed aid to enter the country.

He also called on all Venezuelans to help hand out the supplies.
He also rejected a call by European Union countries to hold elections, prompting them to recognize Guaido.
