Human poop and urine were found along Wawona Road - known as California Highway 41 - in the southern part of the park, which forced the closure of the Mariposa Grove and the Wawona and Hodgson Meadows campgrounds.
"There is more trash and human waste and disregard for the rules than I've seen in my four years living here", Snider said.
Joshua Tree National Park is one of many examples of a park feeling the effects of the shutdown.
But for other national parks, its a different story.
Signs at Joshua Tree informed campers this week that the grounds would close "for the safety of visitors and park resources" due to a "lapse in federal appropriations".
"It's impacted (our lives) for fun, but it's impacted people's livelihoods and people's jobs, and it's disappointing because, you know, is a wall really that important?" visiting Texan Lori Neblett said, referring to President Donald Trump's unwillingness to back off a demand for $5 billion for his long-promised border wall. In Sequoia, home to enormous and ancient giant sequoias, General Highway was closed because overflowing trash bins were spreading litter and posed a threat to wildlife and the icy, jammed roadway was seeing up to three-hour delays, according to the National Park Service.
While there are few employees at the parks to enforce regulations, admissions have also surged because no one is collecting admission fees, the Huffington Post reported.

According to the National Park Service, the Joshua Tree will remain accessible but visitors will have to enter at their own risk as the area isn't fully staffed.

Since December 22, the lack of funds has meant a total, not "partial" shutdown for most properties operated by the National Park Service (NPS). - The park remains open, but visitor services are not being provided. Joshua Tree said it would begin closing some campgrounds for all but day use. Anyone arriving at the checkpoint with a reservation for lodging or camping inside the park will be allowed to proceed.
"People are walking off trails, bringing their dogs", he said.
Park rangers will staff a check point at the South Entrance to Yosemite National Park from 9 a.m.to 6 p.m.
Other national parks suffering because of the shutdown are Rocky Mountain National Park in Colorado, which had to close their restrooms and trash bins due to overflowing.
Additionally, Lost Horse Mine Road and Rattlesnake Canyon are closed effective immediately.
