These decisions were taken at the first ever India-US "2+2" dialogue in New Delhi, which brought together India's foreign and defence ministers, Sushma Swaraj and Nirmala Sitharaman, with US secretary of state Mike Pompeo and US defence secretary James Mattis.
But with trade and strategic ties growing quickly between the USA and India, both countries have been eager to downplay potential diplomatic troubles. The U.S.is also unhappy about India's reluctance to cut trade relations with Iran.
Pompeo said on Tuesday the issues of Russian arms sales and Iranian oil "will certainly come up, but I don't think they will be the primary focus of what it is we are trying to accomplish here". They're going to buy more energy products from the United States.
The United States and India on Thursday signed an agreement for closer intelligence sharing and military collaboration, the State Department announced.
The contradictions are such that Prime Minister Modi's office waffled in drafting its press release on his hour-long conversation with the two visiting heavyweights from Washington.
The government of Prime Minister Narendra Modi has notably chose to purchase Russian-made S-400 missile systems, despite US opposition, a move that US Defense Secretary James Mattis downplayed on his way to India this week.
In an apparent reference to China and its Belt and Road initiative which floods developing countries with cash for infrastructure projects that sometimes can not be repaid Pompeo said the United States and India wish to pursue "fundamental rights and liberties and prevent external economic coercion".

Swaraj said India recognises the value of the Terrorists Designations Dialogue established a year ago as well as other mechanisms to promote cooperation in counter-terrorism and homeland security.
There are sticking points, however, including the purchase by India of Iranian oil and the Russian S-400 ground-to-air missile system, which could trigger USA sanctions on India.
"They are (missile system purchase from Russian Federation and oil from Iran) part of the conversation".
In his opening remarks for the dialogue, US Secretary of state Pompeo said that the two nations are "united by shared values of democracy, respect for individual rights and a shared commitment to freedom".
Raja Mohan downplayed reports in the US and Indian media that Trump has mimicked Modi's accent in meetings with his top officials.
With the 2008 Mumbai attacks marking a decade this year, "we recognized the importance of justice and retribution for the masterminds behind this terrorist attack", Swaraj said, adding that India supported Trump's South Asia Policy that calls for Pakistan to stop its policy of supporting cross-border terrorism.
"This government is pragmatic", Mohan said.
India will try to get Secretary Pompeo's view about the new government in Pakistan. The visit came days after the U.S. announced cutting $300 million military aid to Pakistan.
