Trump is certain to use the report's harsh assessment of FBI actions to try to validate his firing of Comey past year, an act central to special counsel Robert Mueller's investigation into whether the president sought to obstruct justice.
But the report does not find evidence Mr Comey was motivated by political bias or preference in his decisions. It will also criticize him for usurping the authority of the attorney general at the time, Loretta Lynch, by calling the impromptu July 2016 presser. She also failed to assert herself against Comey's decision to announce the end of the investigation in July, 2016, the report added.
The report found no evidence that Comey's decision to disclose, on October 27, 2016, that the FBI was reopening the Clinton e-mail investigation was "influenced by political preferences".
And while the watchdog says Comey didn't act in a biased way to impact the election - despite allegations by Clinton and her supporters that Comey was part of her hell-freezing-over-type loss to a reality TV show star - it did say that "our task was made significantly more hard because of text and instant messages exchanged on FBI devices and systems by five FBI employees involved in the Midyear investigation".

The report from Inspector General Michael Horowitz said the "damage caused by their actions extends far beyond the scope of the [Clinton e-mail] investigation and goes to the heart of the FBI's reputation for neutral fact-finding and political independence".

The IG report is set to be released to members of Congress on Thursday. The IG reported that Comey used a personal Gmail account to conduct official FBI business, misconduct almost identical to that which served as pretext for the Midyear investigation.
